* net/tramp.el (tramp-maybe-open-connection): Set $LC_ALL to "C".

* net/tramp-cache.el (tramp-flush-file-function): Check also
`default-directory' if `buffer-file-name' does not return a
string.  Added to `eshell-pre-command-hook'.
